Someone reviews the package for compliance to packaging guidelines. Then
I request the branches (fedora versions, epel versions to match rhel)
and it is included in Fedora and EPEL. (epel is "extras for rhel",
binary compatible with centos). And I'm stuck as the maintainer :)
Once there is customer demand, the package gets included into RHEL (and
usually gets removed from EPEL or at least not branched for the next
version)
